April 1, 2023 UPDATE: This RFP is now closed. All applicants who have submitted bids have received notification of receipt. If you have submitted a bid and not received a receipt notification, please e-mail vbalasubramanyam@coastalstates.org

At this time, the Coastal States Organization (CSO) is issuing a Request for Proposals (RFP) for a design team to address coastal and nearshore habitat restoration engineering and design needs in the Great Lakes.

To carry out this project, the design team (led by a primary contractor) will work with three Great Lakes states to complete engineering and design work on the projects selected. The project is funded via the Great Lakes Restoration Initiative through the NOAA Office of Coastal Management.

Project work is slated to take place between April 15, 2023 and January 15, 2024.

The work proposed for this contract builds off of previous work conducted in the Great Lakes. This includes:

1) a series of workshops on coastal habitat restoration data needs and priorities conducted in 2019.

2) a portfolio of seven habitat projects that have gone through 60-80% engineering design (2021 – 2023) – more info on page 1 of the RFP.

As a next step, NOAA, CSO, and three Great Lakes states are looking to complete engineering and design work for four additional projects (See Appendix A of RFP) for concepts evolved from the 2019 workshops. The projects included in this list are deemed ready to proceed with Engineering and Design work and have a perceived high-likeliness of success.

The Scope of Work includes additional detail about work to be performed, timing, project locations, contractor qualification, and bid requirements.

All proposals are due by C.O.B. 5:00 PM (your time zone)  March 31, 2023. Proposals shall be submitted electronically in PDF format to Vidya Balasubramanyam and consist of two components in separate documents: 1) Technical Proposal, and 2) Budget and Fees.

On March 10, 2023, CSO conducted an RFP info session. You can find the recording here.
