At this time, the Coastal States Organization (CSO) is issuing a Request for Proposals (RFP) for a contractor(s) to address coastal and nearshore habitat restoration Engineering and Design needs in the Great Lakes. To carry out this project, the contractor will work with the states identified in the Statement of Work to complete Engineering and Design work on the projects selected. The project is funded via the Great Lakes Restoration Initiative and slated to take place between April 1, 2022 and December 15, 2022.

To complement ongoing work under the GLRI nearshore framework, the National Oceanic and Atmospheric Administration (NOAA), the Coastal States Organization (CSO), and all eight Great Lakes Coastal Management Programs worked to identify potential habitat restoration projects in the coastal and nearshore habitat. This work in 2019 and 2020 was conducted under contract to LimnoTech and RESPEC. Project work yielded a list of 31 prioritized coastal and nearshore habitat restoration projects across the eight Great Lakes states. Three projects were contracted for Engineering and Design in 2020 and completed in 2021.

The work proposed for this contract continues the work previously conducted. The partners, NOAA, CSO, and four Great Lakes States are looking to complete engineering and design work for four projects (See Appendix A of RFP) identified during previous workshops. The projects included in this list are deemed ready to proceed with Engineering and Design work and have a perceived high-likeliness of success.

The Scope of Work includes additional detail about work to be performed, timing, project locations, contractor qualification, and bid requirements.

All proposals are due by C.O.B. 5:00 PM (your time zone) Thursday March 3, 2022. Proposals shall be submitted electronically in OCR PDF format to Vidya Balasubramanyam and consist of two components in separate documents: 1) Technical Proposal, and 2) Budget and Fees.
